GM Buick wheel finish not adequate. - Buick Lucerne

I bought a Buick Lucerne about 3 months ago from a local dealer. It was a 2011 with 4500 miles, essentially new. The vehicle had a special package on it that gave it special chromed wheels. At a first glance they look OK. Upon furture inspection I see that the chrome coating job on the wheels is terrible and I suspect it will not hold up for more than a few years. It appears when the coating was applied the surface was not prepared properly so debris is embedded in the finish. Lls.
