Fluctuating monthly bill

I'm wondering why our energy statement changes so significantly every couple of months. It'll be pretty consistant for all weeks after which significantly boost or decrease to get a month. For instance; our payment amounts from 125-175 per month based upon the growing season. Then we obtain a statement for 400. The statement subsequently dates back to "regular" then we obtain a statement for 20 dollars... Yes i mentioned 20 dollars. We r not on any budget payment program and that I CAN'T obtain a right solution in the electric company. I've been informed that this organization doesnt do regular quotes instead of real parts until r on the budget program... WHY may be the distinction so remarkable??? The meter is working good... Any feedback?
