Merchant refuses to refund for purchase

Vendor after slowing my reimbursement for more than 20 times for numerous BS factors declined to recognize complete reimbursement as guaranteed on the site. Subsequently transformed stated plan as previously mentioned on the site the identical time. OMG

$2195.00 purchase and vendor held pver $315 from deal, will not consider my calls and will not cope with compaint via BBB, small-claims judge is next for him today. I'll get my cash back. Vendor owes me $87.21 for covering and returning it to him as he declined to reply my repeated demands to get a Return Authorization Amount for 2 months.
