Charge of 89.98 twice on credit card and did not download

I had been billed 89.96 twice on my charge card for DRI Symantec and it also never did obtain it simply froze up my pc. I'd like for my secutiry program to become mounted plus one of the 89.96 costs removed fom my charge card the moment possible.
