Stealing from consumer, lies to sell

I bought an HP laptop for $1166.92. I had been informed that I will return the pc or stop the purchase within 21 times. I terminated my purchase inside the first twenty four hours and put an order for another pc that was cheaper in cost. I never received a credit for that first computer. After 30 days of returning and forth, I received just 1127.00 After I compained, horsepower team explained that I've simply to take the partial reimbursement and become grateful. I had been informed that fees aren't refunable. I don't understand which nation horsepower works from or how teaches its people, but I don't genuinely believe that horsepower teachs integrity. People that are employed by the horsepower are shady and might do something to obtain a dollar. I've heard about anything, but FEES aren't refundable.
