Lied about rate of pay on hiring, cut wages without notice

Recently my girlfriend took a job at Cora`s Restaurant here in Ottawa - she was told she would make $12 per hour the day she was hired. The next day she was told $11 an hour and that after a month she would make $12. Rather than increase her pay after a month, she started getting paid $10.25 an hour, and was then told that that is what she was `supposed`to be getting paid. They openly violated her employment contract. My girlfriend has a college diploma in Chef Training - and is more qualified than other staff members, but is given no reason why her pay is reduced.
