Know the difference! - Cleanliness

What I saw at a Burger King the other day made me wonder who trains their employees to know the difference between clean and dirty when they possibly have never been shown or taught prior to the present job. I may have realized too late, but noticed that someone had placed two of the big floor mats from the lobby and hung them over the hand rails where customers wait in line! (Location Kipling&Jewell, Lkd, CO)
