James C. Carter - Jimmy Carter From The 'RIB SHACK" James C. Carter is a long standing career Ponzi Con Artist San Bruno (and Other Cities)

James C. Carter also known as Jimmy Carter aka: John Carraway. Formerly of the "Rib Shack" in San Bruno, California.

He has a long history of taking funds from investors, innocent victims in order to further his career aspects. I first came in contact with him from a website. We had restaurant interest in common.

He became the owner when as a Chevron truck driver he would stop in at the "Rib Shack and eat lunch. He eventually purchased the restaurant from the owner.
He drew down his retirement fund from Chevron of $41,000 his down payment on the restaurant.

Instead of paying the $40,000 down he and his wife went to Las Vegas, ate at "Dennys", bought cloths and spent $20,000 of the money.

He told the owner all he had was $10k left. The seller took it and carry back the remainder.in the next coming few years he con a co-worker at Chevron into borrowing $80,000 on his house and lead the man to believe that he was buying into the restaurant. NOT.

The man had to sell his house.

Carter later took funds from other unknowing people, with them thinking the same thing. His daughter saved him from several beatings, when she would pull money from the files, where she had hidden money just for these occasions.

I came into play when he was evicted from the restaurant. I had an agreement in writing and I paid his arrearages and $6,000 water bill, furnished him with $500 to purchased food. (they took the meter off because he had circumvented the meter and turned the water back on).

I was told that he had numerous people cooking for him and not paying them. One lady bought the food and he never paid her for cooking, nor did he reimbursed her for the food. There was another woman that was his partner in crime, that he lived with and knew for a long time.

But his daughter didn't like her and told him that she was stealing money from the cashier register. The woman thought that she was going to own half of the restaurant. This is in the wake of the woman having her own restaurant burned down for the insurance money and owning and sapping other places into the ground. She is the one that got him the "John Carraway" false ID. Who knows what he is using now?

In the mean time, there was a confrontation I was forced out.
He was later evicted for non-payment of rent (again) Total (5) evictions, and 24 lates the whole time he was there. (per landlord)
The landlord is rich and owns over 400 properties and a slum lord. I tried to go to the landlord and recover the funds no luck. But he did offer me some information and advice.
That Carter was obviously taking funds from another "Pigeon"

I later discovered that he was taking money from a prominent restaurant and Executive Chef with (3) restaurants in the Bay Area. Eventually the Chef went to the landlord and became the owner. He was the other Pigeon.

Carter had run bills up with the local vendors to the tune of over $50,000.

This was discovered when the prominent Chef went to buy meat from one of the vendors and the owners called the Police and had him surrounded.

The Chef discovered in the aftermath from the telephone calls that he had taken an unknown amount from women (at least another $20,000) that he found and dated from the internet and they were calling the Chef.

I later discovered that he had purchased a diamond ring from "Barron Jewelers" for his wife, with a rubber check. She returned it after the jewelry store threaten to have him arrested. Prior to all of this, he and his wife owned a clothing store in San Jose, California. They were also evicted from there and left vendors holding the bag.

His wife was a alcoholic and had a number of DUI'S. I really don't want to slam her because she is a cancer survivor... But she was an enabler. Years of abuse and covering for him.

In the restaurant he borrowed money against the credit card machine receipts from numerous Cash Advance companies.

I had no knowledge of this until I was contacted by one of the companies to use their program, but couldn't because he had already sucked them dry. With me giving my information to that company I am forever linked to his awful history. Everywhere I go, his name pops up! I'm currently fighting a Chex System report (discovered in 2007) because we used the same bank with the same business name!

It wasn't until I went down to file my lawsuit that I discovered on that same day that "Advance Restaurant Finance" had been in ahead me suing him. I found out how many people were after him.

I went to the San Bruno Police Dept and they seem to be put off with me. They attempted to get rid of me by switching up the story by telling me that I had no right to the credit card machines??? What is it with this guy?
I was told Con artist were charming, warm and fuzzy, this is why they are able to con.

I tried to file "Larceny" charges against him, but they refused to do no more than give me a incident number.
I also found out that he was attempting to purchase a home. While purchasing the home, he bought a truck wrote a check for $2,000 (bounced).

The truck put him out of the sub prime market so he couldn't purchase the home. The truck dealership couldn't catch up with him for a long time.
He went back to working for Chevron.

I am writing this today because I was contacted yesterday by a Legal Mediation out of Georgia. The memories returned. I don't know how many "Pigeon's" that were in the past (I know there were at lot now), but I hope to stop any future ones by posting this.
