Ripoff I was given the wrong change I gave them a 20 and got change for a 10

I went to the drivers side drive through at Rally's and was given the wrong change I gave them a twenty and was given change for a ten back. When I caught the mistake the manager pulled the drawer and told me it was right after about ten minutes of waiting, I asked her if I was going to get my money back she said no. I took the food back in and demanded my money back and she threatened me with the police. I said call them when the police came I told them that someone there had stole ten dollars from me. The police officer said he could not make them give me my money back. I e-mailed the corporate website that day that was a month ago and I have yet to hear from them.
