249.00 ripoff for mastercard with $2000.00 limit

I was contacted by a Centurion rep. That informed my that I had filed out an application about 6 months prior and I was approved for a credit card. The credit card was for people who needed there credit repaired. It would have a $2000 limit, free balance transfers, and ATM withdrawals. It also offered no interest for 3 years, and a increase after 6 months. I was told after the $249 was paid, my card would arrive in 25 days. I was able to get in contact with the company after the 25 days but what I received was a Thank you letter and some promotional flyers for some web stores. The letter stated my card would be in the mail in 25 day, which means I would be waiting 50 days since THEY got paid. I want my money and they can keep that card. I have tried calling them and the line is busy or nobody answers the phone. PLEASE HELP!
