First National Bank, Legacy Visa rip-off! They gave me the impression that I was rebuilding my credit

When I got the card it was already to use and usually you have to call a number to do that and have to peal off a sticker once your card is ready secondly I called to check the balance and it was only $48.00 and i was suppose to have a limit of $250.00 so that is wrong and now I have a bill of $300.00 and I only spent $50.00 and I have late fees.
