CSE Insurance Rips off the Injured

I was in an accident in July, 97. The other party was at fault and was fined by the police. However, his insurance company—Civil Service Insurance Company in CA—refused to pay for the accident. After 3 years of fighting it out, they finally gave a small settlement that barely covered expenses. I didn't even get compensation for the time lost from work. How do they sleep at night???
