Ripoff pd fee but have not received credit card

I was called by a Stephan Johnson, who offered me a credit card with a limit of $2500.00 to help repair my credit. He explained that a one time fee of $299.00 would be needed and that would pay for all my fees on the card. I would only pay 3% of my total purchase every month. I asked alot of questions.

The card would be a VISA from a bank, it could be used anywhere, and a $500.00 a month cash withdrawal. It would up to 10 days for the card to arrive. I have not seen it yet. I checked with the BBB, who has it listed with no complaints and then found this website and was shocked to find 5 listings for this company.
