Huge delays in draw request

After making a draw request, it took 8 days for anyone to even call to schedule an inspection.
After over another week, they finally get the report.
Another week to process the draw.
It took over 3 1/2 weeks from request to receiving a check. (This is with no additional requirements needed from ourselves) Bills were getting past due and late charges threaten.
The bank also knew 3 months ago that we would need a draw once cabinets were installed. We normally need 4 draws while building a home. They denied the draw stating they will pay no more until the house is complete.
Meanwhile bills that are due are coming in.
