Rip-off! Charged $280.00 for package to improve credit guaranteed me a $5,000.00 credit limit. Customer service phone always busy

I was offered a chance to help rebuild my credit. The offer was that I would pay $280.00 to recieve a book on how to use the two credit cards I was to be issued. The cards were supposed to have a total credit limit of $5,000.00.

This package was to be delivered within 21 business days of their reciept of mt payment. I recieved only the book which I could have bought at a bookstore for $20.00.

The customer service phone number that was given to me is either busy or forwards my call to an answering service. They have provided me with no other means of contacting them. If on the rare occasion that somebody answers the phone the usually hang up within a few minutes.
