Unauthorized charge

A charge was applied to my daughter's paypal student card and another is in process. Who are these people and are they really amazon? We bought nothing in a long time. How can they get away with this? On another forum the people said the charge was to see if the card was valid. On here people have been taken for a ride. If you know anything please let me know.
