Ripoff Dishonest fraudulent billing County

I got a charge on my credit card statement for 79.95. I called the CIC company (number on report) to inquire. They claim I put in the request for a free report one year ago, and I agreed to pay an annual fee from that point forward. This is untrue. They also claimed they were sending me daily emails about my report. I have never recieved one email from them, nor did I agree to pay an annual fee. When I called to cancel, they refused to refund me. They were very rude and refused to help me.
