Charged me 299.00 and recieved nothing

I was contacted February 28 by Sean Collins he explained to me that although I had been denied credit before he had a solution for me. A $2500.00 Mastercard or Visa, and that all I Had to do was pay a 1 time fee of 299.00 to eliminate yearly fees forever and that I could use the card to pay for my fee by going to an ATM and withdrawing the amount and depostiting it into my checking acount.
