Wrongful deduction

I got a phone saying I Would been granted a Gov't offer and all I'd to pay for was 3.87 for delivery. Then another person requested for 19.95 for insurance. Later I realized there is some cash I"n be spending each month that they did not tell me about. I called instantly and ended the offer. Iam surprised the reduction experienced and I've gotten no offer.
