Took my money

I got 1,210 on my accountnouw card and i couldnt hear the man so i let my sister hear what he was saying cause i didnt understand him the man froze my card on november and i still cant get mmy money off the card today as of 2011. I tried the irs to see if they can get it back they said that thats between me and the company that the only thing they could do is trace it i want my refund its mine i want it. So what else can i do?
