Johnathan Pitt Mail Fraud, promised book and just cashed my check never intending to send me information

I sent the money in check form for the information, was almost a month later until they deposited or cashed my check, still have not recieved the information. Why is it that the Post Office doesn't just go get this guy, someone has to be picking up these checks at the address listed, it is without a doubt, Mail Fraud. Yes I used poor judgement, but how can these guys just keep getting away with this stuff and nobody does anything about it?
