Card being declined and me still getting billed over a $100

I've been an associate with Credit One Lender since 2009. I've this card to assist develop my credit back-up. This season I've had 2 situations to be billed when my card has been rejected. Very first time in a Carlis Junior utilizing an ATM device, I had been rejected, I appeared online after I got home also it stated impending measures $100.00. After I never got the cash. Only recently I tried applying my Charge Card to obtain some gasoline in a Chevron, in addition, it rejected me. I appear online-this day and when again it claims impending costs of $126.00 when my card was rejected and that I never got any gasoline from there. This CHARGE CARD is poor!!!
