Ripoff - CAPITAL ONE - 2 CARDS USES NEITHER ONE Tell me how can we respond to this overcharging company

I have 2 capital one (visa) cards. I do not use either one of them. Seems like everytime you make a payment or (late) the payments does not apply to your line of credit. Why do so much goes on finance charges? Capital one visa, i refuse to make anymore payments. Kmart visa (capital one) I make minimum payments and we no longer have a kmart in our city. I ask them how do we use the kmart card and they said they are thinking about what to do with the customers that has this cards.

I looked at my statement and this is what is going on. Minimum payment is 15.00 per month (a) kmart purchase finance charge - 2.79 (b) cash - 4.29. I have been making payments for a few months and I only have 28.00 on my kmart card. This is out of sight out of mind card. Even though I do have creditor calls and letters. Tell me how can we respond to this overcharging company. Do mess with this CAPITAL "ONE".
