Charging fees after the account has been closed for five years

Receved the same letter today at my business notifing me that SKS will debit my for $146.99 for some charges and taxes that I do not owe. I have called SKS but line was always busy. Tried to leave a message but the message box was full.
Talked to bank and they will refund my funds after the debit occurs. This has to be mail fraud.
