Offered a family member a job as a financial agent. Unclear terms and sounded like a scam

Well below is the offer email. My family member contacted me to investigate and I have not had enough evidence to say this is a scam or rip-off. Just too good to be true and the activities requested of who ever gets the job do not sound lawful. You can judge for yourself. There is already a report before this one but I'm not clear if that was from a real victim or not. If you are please take the time to report. It does sound like once they have your account info., they can transfer money or take money from it. So if you are risking it and giving it a try, make sure to not have your own money in the account and set a overdraft limit!!!

Requirements for the Financial Agent position:
- THE CITIZENSHIP OF THE USA is a must.
- Over 18 years old
- 1-4 hours of free time per week
Financial Agent position obligations:
- Work efficiency
- Monthly report under performed operations
Financial Agent position payment:
- every transaction's commission is not less than 5%.
- the first probation month - $2,500 (it'll grow up to $3,000 in future)
Our company undertakes to cover transmission and all other expenses at its own cost.
If you agree to work for our company, it is necessary for you to:
