Gas Pump Hold Took $56 on a $10.50 Purchase and Refund Delayed

Beware of NetSpend when buying gas at the pump using your NetSpend Credit Card. They unlawfully take much more than your purchase and then "under the color of law" they state that they will have it returned on your card within two business days; thereby gaining interest that they keep (even if you ever get that excess amount that they took back on your card.
I purchased $10.50 in gasoline and $56.00 was taken off my card. I called Net Spend and they stated that it is normal procedure and it will be back on my card within two business days upon the store verifying the amount. Well I called the store and they had verified the purchase and I called NetSpend again (and this is on the second day) and was told it would be back on my card; which was not accomplished; additionally I was given 3 different time frames, the first one being 24 - 48 hours, the second being 2-5 business days, and the third being a guarantee of being put back on my card the day I called which was the 48 hour time frame.
It seems as if the correct authority to handle this issue would and will be the State Attorney General's Office.
