Stole My Federal Tax Returns For The Last 13yrs After sending Letters that the Loan was PAID

I took out two loans to go thru driving school in 1987. Paid one loan partially off then filled chapter 13 which finished it off.
ECMC has held my federal tax return for the last 13 years for the other loan even after sending a lettter saying it was paid in full.
I tried contacting them sent all copies I have after this long they say I had several loans and haven't paid them off yet.
Will this ever end? It doesn't matter how much they collect, by tax time next year I will owe the same amount again!
