Pura Vida Estates Defaulted on pre-construction contract

This development sounds like the same sort of thing I read here called Paragon Properties. Larry Webman is the owner out of Miami. I don't know how they got my name but I was looking for a good investment when they called me so I put a deposit down for 6 lots of $25,000 each with the idea that I could sell them in a few months after the infrastructure was in and make a profit. It was promised in the contract to be in by 18months but the sales man assured me it would be in long before that. My sister took one lot off my hands, and I was able to consolidate my deposit to one lot but last I heard, absolutly nothing has been done to the land in two years other than promises. They promised a refund as a back door strategy if needed.
Houses were supposed to be up and all the roads and infrastructure. Nothing except excuses and broken dreams.
I fear I have been scammed. Is there anyone else out there who can sed some light on these properties and what I can do legally to get my money back. I contacted a lawyer who was discouraging. Could I join in the other suit against Paragon Properties since at least one person from the company is the same, namely Larry Webman?
