Federal Tax Refund Check Declined at Check Cashing With No Explanation

I went to Wal-Mart to cash a Federal Income Tax Return and it was declined for no known reason. What a BIG HASSLE and talk about embarrassing~! I was given a slip of paper to call Certegy check services. No Help at all. I am totally disgusted with this system
