Sent me a paper saying that i won 1850000.00 and that i had to send in a 19.00 data fee

I recieved a envelope in the mail that said that i won 1 million 850 thousand dollars. It also said that i was for sure the person who won. All i had to do was send in the 19.00 dollar data fee and that they would personally deliver the check. I did send in the 19.00 and havent heard anything back
