Charged CCard for something not ordered

Newport News charged me to get a bikini requested in Nov. 2003. I knew nothing about that since I'd separated and transferred. The bikini was originally around $40.00. Once they eventually followed me along by calling my mobile phone three years later... I questioned the cost I believed anything was looked after. Today 6 years later the total amount has increased to $223.97 plus they have switched to Pursuit Recievables that has started the haressment once again... Is that this authorized?
