Failure - Falure to pay for property damage

On September 23rd my daughter was driving in Mobile Alabama on Old Shell Road when a large tree limb that was hanging over the road fell on our car causing over $2700 worth of damage. The police officer at the scene gave her a city of Mobile claims form and told her that there should be no problem. To this date the city of Mobile has came up with every excuse to pay for the damage to our car. Our daughter could have been hurt or killed because of the city's inability to maintain the tree limbs hanging over the city streets. They continue to find every reason to avoid the responsibility. I know they are trying to let the statutes of limitations run out and force me to use my car insurance which will make the cost of my insurance go up. I think this is very cruel.
