Communications ripoff liars victimized us

I liv ein new york and i have a little of a bad credit so i went online to see if i could get some credits i put my name down and phone number when this company called me and said i was preapproved for the card so i then asked what was the catch he said nothing just to give him $4.90 check over the phone for the shipping cost and then they will mail me the forms and stuff so i did come to check it out they took $54.90 out of my account its been months since and i have'nt received anything from they i want my money back is this possible please help me they only ask for &4.90 and they took $54.90
