Ripoff Balance keeps getting higher not using the card

I had a GetSmart mastercard that was transferred to Emerge. What a rip-off this company is!

I never had a problem while my account was with GetSmart, however since Emerge has had the account my balance just keeps getting HIGHER and HIGHER. And I'm not even using it.

One month they say they never received the payment and they add a late fee, and then the next month they said that it was received but did not clear until after the due date -another late fee-.

Does this sound like a pattern? I pay over the min. Payment every month and my balance just keeps growing. I don't know what to do?
