59.00 Annual Fee Assessed! Ridiculous! Pres Obama does not support this high fee! And City Of Industry California

We are trying to get our credit card paid off by paying monthly. This month HSBC charged 59.00 for annual fee assessed!!! This caused the balance go back up and harder to get it paid off. The economy is so bad, what is HSBC thinking? Pres Obama did warned credit card companies not to do that.
