Orchard Bank Household Credit Services I have been with this card for 2 years, good standing, they won't reduce rate, can't reduce balance with these rates

I have had this card for over 2 years, have asked numerous times for them to reduce the rate, currently 18.99%, have always made my payments on time but the balances never goes down. They decline to lower the rate and they also want to charge a fee of $59 to give a limit increase, what a crock. So tell me how are they as they claim helping to improve my credit standing. They are like a leach always sucking. I think they could get blood from a turnip
