Unauthorized charge for 29.95

In regards to a month before I settled the $1.00 for more information on gov't grants. I never received something and today I've been billed 29.95 but still have nothing to exhibit for this. I never approved anything-but a $1.00 cost. Just how can these bastards do that and just how do I obtain data to prevent it/sue
