Ripoff and scammed

I was contacted early in Dec and told I was approved for a Credit Card with a $5,000 limit. Because we are new immigrants with no credit history we have not been able to qualify for normal credit yet despite the fact that we employed in good jobs and have contracts with phone, utility and and apartment complex. I was assured that this was a way that I could earn a useful credit history and very stupidly, I have since discovered, I believed it. There is no way this could happen where I come from, and it doesn't on this scale without prompt Government intervention.

I gave my bank account number which was debited on Dec 7 for $221.95, and was told to expect my "Welcome Benefits Package" within 15-21 working days. I was given a Tracking number and number to call regarding the card if I needed it. I was also told that my call was being recorded to ensure correct information and explanation.

On Jan 12 I called the number which is NOT toll free and after half an hour spoke to a woman who told me that because of Xmas expect it within 2-3 weeks.

On Feb 4 I called the same number again with the same waiting time and was told there had been "printer problems" and that it should be out within 2 weeks. I said if I did not receive it in 2 weeks then I wanted to cancel.

On Feb 18 I called again - same waiting time, and I add the company's messages state they are a "Family Owned and Operated business who pride themselves on a timely and caring response", and I told them I wished to cancel the whole thing and be refunded. I was told my package had been mailed on Feb 11 and I should receive it in the next week due to their mail process.

On March 10 I called again, 30 min wait and demanded that I be refunded immediately as there has been no package. I was told a form would be mailed out. This I did receive in under 2 weeks! And it asked me to sign the form agreeing to a deduction of $35 for costs.

On March 31 I called again to refuse the deduction and after 50 mins on hold I hung up - not a free call. I then sent a letter to their address without the signed form demanding a full refund of my $221.95 by the end of April or I will take this to the FTC and Attorney General. Although after having seen your site I wonder if they will be any use to me. I have kept a log of all my calls to them and feel disappointed that I was so gullible and angry that these people are apparently allowed to do this unchecked it seems.
