Didnt authorizes charges made to my credit card

On Feb. 16th my charge card was billed $1.95. Used to donot approve. Subsequently on March 16th my charge card record had a $14.95 cost onto it. I attempted to stop account however they claim they cannot find my info. This isn't appropriate I didnt approve this also it must quit exactly what a fraud.
