Trying to charge me for forced place insurance while I am paying them for insurance through my escrow account

I had problems with forced placed insurance with Ocwen before I modified my mortgage last year. Then I escrowed the insurance and the taxes. Now Ocwen is charging me for forced place insurance that I have already been charged for from two years ago and I am escrowing my insurance and taxes on my house payment. They as of this date have not paid the insurance company for the renewal of my insurance for the next year and charged me $1068 for insurance before I modified my mortgage. During this period that I had no insurance, I filed a claim on the forced placed insurance company. When the adjuster came to the house he told me in front of witnesses and gave me a letter to the affect that Ocwen had never purchased a policy for me in my name with their company. When confronted Ocwen deducted $6700 from the escrow account that I owed. They could not verify that I had insurance purchased for me by them and never produced a policy. Now two years later after modifying my mortgage and signing a new contract they are trying to collect this money for something that they never bought for me. Telling me that I have to pay this for any period that I did not have insurance even though that period of time has passed and there is no chance of anything happening to the house during that time that would cause them a loss. The insurance is used to cover the house in case of loss. Since that period of time has passed and they never lost anything, then why can they charge me for something that they never provided for me in the first place.

So now I have an insurance check for hail damage and they want to take that check and not endorse it for me to fix the roof of my house so that they can be paid for this insurance that they never provided to me. Now if that is not a ripoff then what is?
