Why cant these companies be stopped

I was looking for ways to consolidate my debt i didnt even come across any merchant by the name usa credit and then i started recieving emails from all sorts of misc companies as well as mailing to sign up for a no hassle no interest credit card and tried to call to opt out and they were closed i called my bank which i have everything set up to automatic deposit as well as automaticly debit and i was over drawn between usa credit taking 149.95 and my other debits being returned and having multiple over draft fees i called filed a dispute i have had no way to contact them and my bank cant promise they can assist me
