Unauthorized charges

I just approved the delivery charge of $2.29 to get a drive on the best way to make an application for a grant. I examined the balance of my bill today which organization withdrew all my available harmony. I actually do observe that they transferred a few of the money-back into my bill. I'd like everything except the $2.29 that I approved back to my bill.

I am on-hold due to their customer support consultant today.
