Portfolio Recovery Services as scam collection practice on un-owned debt

I recently (02/05) received a 1099-C (Cancellation of Debt) tax form from this despicable company. I've never heard of them (or From them) nor do they appear any where on my pristine credit report. They claim the debt was cancelled on 03/17 but again, no notice/communication leaving me 2 months to dispute the issue before tax deadline.

They are now trying to stick me with a $2289.11 Income statement and higher tax burden for their own money saving ends. You've got to love how they send the statement at the last minute to make sure they can file their taxes and leave me holding the bag and fighting the IRS.

When did the IRS become a tool for collection companies to extort money from taxpayers?
