Refinance - kept my $2,000 rate lock

Went to Citadel to refinance my mortgage. They provided me the paperwork and there after we reviewed it. Rates were good and service person indicated it would be best to lock in the rate with a 1 point rate lock. Cost is approximately 2K and the customer service rep indicated I would get this back at closing. All seemed fine, however after the property appraisal did not meet the numbers they indicated they could not refinance my loan and would be keeping the 2K rate lock fee. I indicated I had the cash to get the loan into the 75% value to loan ratio and the service person was un-unterested. Will not be doing business with this company again.
