Kept deposit on a credit card that was no longer taking new credit apps

Sent my initial payment of 40.00 to activate my credit card. Called the 800 number to activate my card and was told they are not taking new clients and my 40.00 will be sent back to me, well that was almost 2 months ago. Can't reach nobody at the numbers that was giving to me. Called the new company that took over there accounts and they are telling me that my account was closed for non payment. On a credit card that was never activated. I have still have the money order receipt for the 40.00, But everyone keep telling me someone will contact me and they never do.
