Debited 221.00 from my account customer service number busy busy busy

Account was debited 11-29-02 have not recieved anything for my 221.00 as of 2-19-03. When i called for info as to why the customer service rep hung up on me. When i tried to call back the number remained busy 1-866-411-4466. I have called numerous times only to be told my package was in the mail. I want my money back
