Ripped off and scamed tricked and lied to us false promises

I was send a card in the mail in nov of it stated that I was approved for a credit card guaranteed! I called the phone number they provided me with and they said that they need to debit $249.00 out of my checking acount and would be issued a card within 2 weeks.

When the card did not show up, I called them back and they gave me a line about how it would be 4 to 6 weeks after waiting the 6 weeks I called them back and they told me it was a program to help build my credit with a pay as you go credit card.

I told them at that time that I wanted my money refunded back to my account and wasn't interested in the program. They told me that the money would be in my account in 10Bussiness days when it wasn't I called them again and they told me they were having trouble refunding money back into acounts, and they would issue me a check within 10 bussiness days.

I have not recieved the check as of 2/19/03. The check should have been here no later than 2/12/03.

I have since tried calling their costumer service # and there is no answer, I have also tried calling the other phone number wthat appered on the post card I recieved, there is no answer at that # eithe
