After i turned them down, they came after me again wanting 19.99 for nothing

After recieving 2 letters from them, i sent a letter back to them. Stating, if they could prove i was a winner, i would give the 1000,00 dollars, but i was not going to give them 19.99 for nothing.
They sent me a third letter, stating, they could not deduct the fee from the winnings, so they placed my winnings on hold, and said they need the 19.99 to finish the transaction.
Needless to say the letter went into the recycle bin.
