Hardship Department Access Denied Unless Payments Are Missed

Due to the high amount owed to credit cards, I have been working with banks and credit card companies to arrange for 60 month payment plans at a lower rate so that paying towards the principle is possible rather than all money being paid to finance charges.

Discover Card Financial Services continues to deny lowering the rate, stating that they will only lower the rate 2% down to 15.9%. Speaking to their customer service agents on the phone, they state that they are only allowed to transfer me to their hardship dept unless I'm missing payments and their collections dept is seeking payment.

They are basically saying that I must default on my payment obligations so they can collect penalty fees before they will provide hardship assistance. I have never missed a payment to any creditor, and am working hard to avoid filing for bankruptcy.
