First Capitol Consumers / Empire Advantage ripoff

We applied for a Master Card and received information from First Capital Consumers. We had to pay the initial fees upfront. We gave them our checking information for the debit of $219. This was debited on May 31. After received the infomation packet in the mail I returned the Master Card Activation card in the mail. After not receiving the card (3 weeks later) I then called them and was told that the card was in processing and I should receive it in 1-2 weeks. I then received a letter from Empire Advantage stating the I needed to give more money due to this being a "Stored Value MasterCard". I did not do this. I did however, call them again and was told that someone would call me back. Noone returned my call. I tried to e-mail them (npcbm@4servicesupport.com). I received an e-mail back stating that I had the wrong e-mail address. I then did a search on-line and found a fax number of 416-669-1542. I have faxed a letter to them several times but have yet to receive a response back. All I am trying to do now is get my money back. I still have the information packet that they orginally mailed me.
